Glad to see someone addressing the environmental justice perspective. Consider the likelihood that true emissions reductions will improve property values of the mfr and its neighbors, thus increasing property tax revenues and the incentive to impose local taxation on the mitigator (cf., Richmond, CA taxing Chevron). This increases the incentive to discriminate against the poor. In short, an unregulated carbon trading market will be afflicted with capitalism's inherent tendency to punish the poor. A redistributive mechanism is needed.
