In addressing efforts to deal with China's environmental challenges, the author concludes that "Most importantly, China needs to empower . . . its people to become more environmentally active and help to monitor polluters and environment law enforcement." To what extent can local citizens reconcile a desire for environmental activism in a society where, quite frankly, it seems that the overriding desire of government is to achieve economic growth at all costs? Also, can a push for environmental activism among Chinese citizens truly take off in a larger context of limited freedom of speech and press?
